Orland Power Solutions, LLC is establishing an anaerobic dairy digester system at the Borges Dairy site located at 8350 E Brady Road, Manteca, California. The project, approved under Conditional Use Permit PA-2500075, involves the construction of two 7,200 square foot above-ground in-vessel anaerobic digesters on a 2-acre footprint within a larger 78.8-acre parcel. The facility is designed to capture methane from cow manure and convert it into renewable natural gas, utilizing a biogas upgrading and cleaning system, an emergency biogas storage bladder, a permit-exempt electric boiler, and auxiliary processing equipment. The project has undergone comprehensive environmental review, resulting in a Mitigated Negative Declaration which concludes that all potentially significant environmental effects can be reduced to less than significant levels through specific mitigation measures. Approval was granted by the San Joaquin County Planning Commission on July 16, 2026, and further certified by the San Joaquin Valley Unified Air Pollution Control District. Compliance requirements include adherence to San Joaquin Valley Air Pollution Control District regulations and participation in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan for any ground-disturbing activities. Project administration is managed by the San Joaquin County Department of Community Development.
