Initial Study No. 8789 and Unclassified Conditional Use Permit No. 3832

Fresno County is overseeing the installation of four anaerobic dairy digesters and associated equipment, including biogas conditioning systems, biogas generators, a nitrogen stripping unit, and a cogeneration engine. The project, managed by applicant Jamie Terzulli of CV Biogas DevCo, will be located on an 8.1-acre portion of a 518.45-acre parcel in the AE-20 Exclusive Agricultural Zone District in Riverdale, California. The facility is designed for renewable energy production and nutrient management, utilizing solid separated manure transported from two nearby dairies, J&D Wilson & Sons and Van Der Hoek/Bar None. The project is governed by Initial Study No. 8789 and Unclassified Conditional Use Permit No. 3832. Environmental reviews conducted under the California Environmental Quality Act (CEQA) have resulted in a Mitigated Negative Declaration, concluding that the project will not have significant environmental impacts, provided that specific mitigation measures for cultural and tribal resources are implemented. These measures include strict protocols for halting work and notifying authorities upon the discovery of human remains or archaeological artifacts. The project must comply with county land use regulations, water quality standards, and solid-waste permitting requirements.
