The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and affiliated Navy organizations, is conducting a rolling admission for the Seaport Enhanced (Seaport e) Multiple Award Contracts. This initiative aims to expand contract coverage, incorporate Office of Naval Research activities as authorized ordering offices, and award additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts across seven geographic zones. Existing prime contractors have the opportunity to extend their presence to additional zones to compete for new awards. The contracts support a wide range of services classified under various Federal Supply Codes, including architect and engineering services, IT services, maintenance, quality control, professional support, and education and training, among others. The contracts emphasize performance-based task orders, competition on a task order basis within designated zones, and maintaining limits on fees and cost controls. Awards under this rolling admission will be based on a best value evaluation with no oral presentations or negotiations anticipated; awards are intended to be made on initial offer submissions. The NAICS size standard for small business eligibility is $25 million, and the program promotes significant small business participation, with targeted goals of 33% of obligated dollars awarded to small businesses as prime contractors and a minimum of 20% subcontracting to small businesses in large business awards. Special consideration is given to small business subcategories such as HUBZone, Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and 8(a) firms, which will compete within their respective certifiable categories. The solicitation number N00178-07-R-4000 was announced with a draft expected in late 2006 and final awards aimed for April 2007. Interested contractors are encouraged to monitor the official Seaport Navy website for updates, solicitations, amendments, and additional guidance related to the program.
