The contract involves a sole source, firm-fixed-price award to HSMM/HOK for the design-build request for proposal (RFP) development and post-award construction services for the Main Operating Room Units at the National Naval Medical Center in Bethesda, Maryland. This procurement is made under other than full and open competition due to HSMM/HOK being the only responsible source, as authorized by applicable federal acquisition regulations. HSMM/HOK was selected originally through a national competitive process and has been involved with the project since its inception, having developed the initial design for three operating rooms already undergoing renovation. The current contract action expands the scope to include the renovation of seventeen additional operating room units, driven by increased demands related to Base Realignment and Closure (BRAC) requirements. HSMM/HOK’s extensive experience and familiarity with the hospital's needs, nearly identical to the initial rooms, position them as the preferred partner for developing the new RFP. The solicitation is expected to be released around December 22, 2009, with proposal submission timelines to be specified in the solicitation notice. The contract falls under NAICS code 541330 and is managed by the Naval Facilities Engineering Command Systems Center Washington within the Department of Defense.

This proposed contract action, based on other than full and open competition will be a firm-fixed price, sole source award to HSMM/HOK for Design-Build RFP development and Post Award Construction Services (PCAS). There was requested that other than full and open competition be permitted pursuant to 10 U.S.C. 2304(c) (2) as implemented by FAR 6.302-1, Only one responsible source. The HSMM/HOK A/E team will be required to develope a RPP for the Main Operating Room Units in Building 9 at Water Reed National Naval Medical Center. The HSMM/HOK A/E team was selected through a competitive process that included a national search for qualified designers, and selection based upon the winning design. In support of the increased need generated by Base Realignment and Closure (BRAC), the renovation of seventeen (17) additional operating room units has been added as a requirement. Due to their long-term involvement with the project, the HSMM/HOK Medical Planning Staff is well versed in the hospital's requirements, as they are nearly identical to those of the original 3 operating rooms. This knowledge can be applied in the development of a new RFP for the additional operating rooms, fulfilling the Government's current needs. The estimated release of the RFP is 22nd December 2009. Notice of Intent to Sole Source – NSA Annapolis, Maryland UESC
Solicitation # N40080-27-R-9901
The Naval Facilities Engineering Systems Command intends to award a Utility Energy Service Contract to Baltimore Gas and Electric Company for an energy resilience project at Naval Support Activity Annapolis, Maryland. Estimated at 45 million dollars, the project involves the design, construction, and financing of a Combined Heat and Power cogeneration plant and an integrated microgrid capable of island-mode operation. Key technical components include three natural gas-fired turbines supporting a 19 MW peak electrical demand, an absorption chiller at the Lejeune Chilled Water Plant, the relocation of the 13C-1 electrical substation, and necessary natural gas and electric grid infrastructure upgrades. The government is pursuing a sole-source procurement because Baltimore Gas and Electric Company is the franchised utility provider with the necessary legal authority and control over the existing infrastructure required for the project. While the government has identified this firm as the only responsible source, it is accepting capability statements from other qualified entities until November 10, 2026. To be considered, respondents must demonstrate the legal authority to provide utility services to the installation, the ability to execute infrastructure modifications, and the capacity to provide the required project financing.
