The Fleet and Industrial Supply Center, San Diego, Seal Beach Division plans to award a sole source contract to CPP Inc., Mountain View, CA, for a development training session focused on needs analysis using the CPI 260 instrument. The contract covers two sessions scheduled from November 26 to November 30, 2007, with performance at Port Hueneme, CA. The sole source justification rests on the fact that CPP Inc. is the exclusive publisher of the CPI 260 instrument and the only entity with access to the necessary data collected from its administration, making it the only source capable of providing the required specialized training and materials. This procurement is conducted under the authority of U.S.C. 2304(1) and FAR 6.302-1, allowing non-competitive award due to the unique nature of the supplies and services. The contract incorporates various FAR and Defense Federal Acquisition Regulation Supplement clauses related to commercial items, labor standards, equal opportunity, payment, and domestic preference acts. Although this is a sole source action, the government invites interested parties to express their interest or submit proposals within seven days of the notice publication for consideration, with an anticipated award date on or before August 21, 2007. Prospective quoters must be registered in the Central Contractor Registration database and complete the Online Representations and Certifications Application for eligibility.
