The United States Fish and Wildlife Service plans to award a sole source contract to Ducks Unlimited of Vancouver, Washington, to conduct an assessment of the widening tidal slough and bank erosion under the first bridge crossing of the Nisqually Estuary Boardwalk Trail. This assessment is critical for developing immediate plans and a long-term solution to ensure the boardwalk remains operational. Ducks Unlimited has been heavily involved in this project from the beginning, having completed initial surveys and engineering designs as part of the Nisqually Estuary Restoration and boardwalk construction, and continues to support the project through adaptive management phases. Due to Ducks Unlimited’s extensive previous work and possession of key knowledge, awarding them directly avoids duplicative costs that would arise from competitive sourcing. This contract is an exception to full and open competition, authorized under FAR 6.302-1, based on the necessity of contracting with the only reasonable source familiar with the project’s history and technical details. The contract, identified as F13PS00513 and classified under NAICS code 541330, reflects the Fish and Wildlife Service’s intent to expedite repairs to the boardwalk erosion issues without soliciting competitive proposals. Technical and contracting inquiries are directed to Doug Roster and Karl Lautzenheiser respectively, with no further notices to be posted.

Full Description

There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to Ducks Unlimited of Vancouver Washington to conduct an assessment on the widening tidal slough and bank erosion occurring beneath the first bridge crossing of the Nisqually Estuary Boardwalk Trail. Assessment is needed to quickly develop plans and a long term solution for the slough crossing allowing the boardwalk to remain in operation. Ducks Unlimited has played a major role in the engineering design of the Nisqually Estuary Restoration and the original design and placement of the Nisqually Estuary Boardwalk Trail and has been involved with this project since its inception, conducting the initial topographic surveys, completing the initial engineering design and has continued involvement through the current adaptive management phase. Given the work performed by Ducks Unlimited work on this project to date, a substantial duplication of costs would be anticipated by the Government that is not expected to be recovered through competition for another source to acquire this existing knowledge and information. The Service intends to award Sole Source to Ducks Unlimited of Vancouver Washington. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1. Technical inquiries may be directed to Doug Roster at +1 (555) 000-0000 or contact@example.gov. Contracting inquiries may be directed to Karl Lautzenheiser at telephone number +1 (555) 000-0000 or contact@example.gov. No further notice will be posted on Fedbizopps.
