The National Institute of Standards and Technology (NIST) is seeking post construction award services (PCAS) for an ongoing site underground steam and chilled water replacement project at its Gaithersburg, Maryland facility. The engineering documents for this project were prepared, signed, and sealed by a professional engineer from Kibart, Inc., which places sole liability for the design with the company. To maintain accountability and consistency, any required corrections, revisions, or additions must be performed by the same engineer or a qualified representative from Kibart, Inc. This effort is expected to require approximately one man-year of work. Given the unique nature of this requirement and to preserve a single source of liability, NIST intends to award a sole source fixed price purchase order to Kibart, Inc. under the authority that permits noncompetitive procurement when only one responsible source exists. While this notice is not a solicitation for competitive quotes, other firms may express interest and demonstrate their capability by providing documented responses by March 14, 2007; however, any decision to compete will remain at the government’s discretion. The contracting approach follows simplified acquisition procedures, and no request for quotes will be issued. The point of contact for this procurement is Joan M Smith, Contract Specialist at NIST.

Full Description

The National Institute of Standards and Technology (NIST) has a requirement for post construction award services (PCAS) for the site underground steam and chilled water replacement project currently being performed at its Gaithersburg, Maryland facility. As required by the Business Occupations and Professions Article of the Annotated Code of Maryland, the original engineering documents for the project were signed, sealed, and dated by a professional engineer employed by Kibart, Inc., who had prepared/approved the documents. As such, Kibart, Inc. assumed liability for the design represented by the project engineering documents. In order to maintain a single source of liability any correction, revisions, or additions required to be made to the project are required to be made by the professional engineer, or a representative within the company, who originally signed and sealed the documents. It is anticipated that this requirement will involve no more than approximately ? man-year of effort. ? As such, NIST intends to enter into a sole source purchase order with Kibart, Inc., under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13 ? Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by March 14, 2007, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
