The contract involves awarding a Purchase Order to Oceanweather, Inc. by the U.S. Army Corps of Engineers, Alaska District, under a sole source justification for work related to a Long-Term Wind, Wave, and Storm Surge Climatology Project in various locations across Alaska. The focus of this effort is to utilize Oceanweather’s expertise in meso-scale meteorological modeling to digitize pressure fields, integrate measured surface data, and accurately interpolate wind fields over time and space to support model implementation on a strict timeline. Given the critical nature of timely and precise data delivery for the project's success, Oceanweather’s prior proven performance in delivering high-quality wind data for similar Alaska domain projects (DMT and Barrow) is a key factor in the sole source award decision. The project will extend the existing wind and pressure field data sets to cover additional months, specifically from November through June, that were not included in previous efforts. Maintaining consistency in methodology, technology, and data sources between this and earlier work is essential to produce a reliable long-term climatology of wind, wave, and storm surge conditions along Alaska's west coast. Any deviation in the generation of atmospheric or oceanographic inputs could compromise the integrity of the climatology product. Therefore, ensuring continuity through Oceanweather’s participation is critical for the accuracy and usability of the climatological dataset. The anticipated award date for the Purchase Order is June 16, 2006, under NAICS code 541710, with the government retaining sole discretion on the decision not to compete the requirement based on responses received.

Description W911KB-06-T-0032 Long-Term Wind, Wave and Storm Surge Climatology Project, Various Locations, Alaska CONTRACT INFORMATION: Under the authority of FAR 6.302-1 the US Army Corps of Engineers, Alaska District, will be intends to award a Purchase Order to Oceanweather, Inc. for assistance to perform the services described below. The Purchase Order will be a sole source under NAICS 541710. Award of the Purchase Order is anticipated for June 16, 2006. PROJECT INFORMATION: Typical types of services to be provided may include: Contractor must possess the skill, based on an expertise in the meso-scale meteorological modeling, skilled meteorologists, hardware, and software to digitize the pressure field s, incorporate other sources of measured surface data, and accurately interpolate over time and space necessary for a model implementation in the required time frame. The accuracy and timely completion of the current project hinges on the timely arrival of these wind fields, and their quality. The time constraint is severe. Oceanweather, Inc. has been found to be extremely rewarding in providing accurate wind fields in a timely fashion. The company is geared to face these impediments, and based on past work, has been the key ingredient in the success of these projects. In addition, wind fields for the past two (DMT and Barrow) projects in the Alaska domain will be use d as the basis of this project, slightly extending the domains in space and generating wind/pressure fields for the months (November through June) not included in the original work. Consistency in the methodology and technology is required for the generat ion of a long-term climatology. Any change in the wind, pressure, ice-field, wave and storm surge generation will be extremely detrimental to the development of the climatology. It is important that Oceanweather, Inc. be used for this work to assure the consistency of the data from the prior work (DMT and Barrow) with this new work, so the whole product is usable and accurate for the development of wind/wave climate across the entire west coast of Alaska. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.

(EAR048) Repair Fire Alarm System Eareckson Air Station Facilities
Solicitation # W911KB27RWP12
The U.S. Army Corps of Engineers, Alaska District, is conducting a Request for Information to gather market intelligence for the site-wide repair and replacement of fire alarm systems at Eareckson Air Station on Shemya Island, Alaska. The project aims to replace outdated and non-compliant systems across approximately 45 buildings to meet current life-safety requirements, specifically targeting a wireless or hybrid wireless architecture to reduce the need for expensive buried fiber optic infrastructure. The scope includes the demolition of existing panels and wiring, the installation of new addressable systems with RF coverage analysis, and the implementation of specialty detection for hazardous fuel system locations. The system must be ruggedized for sub-arctic maritime conditions and must operate without interfering with high-power military radar and telemetric systems. The estimated acquisition magnitude is between $27 million and $33 million, with a planned period of performance spanning fiscal years 2027 through 2030. The government anticipates utilizing a Progressive Design-Build delivery method via Other Transaction Authority (OTA) under 10 U.S.C. section 2808a, though it is also considering FAR-based alternatives. The project will be executed in two phases: an initial collaborative design and pre-construction phase to refine requirements and costs, followed by a final design and construction phase based on a Guaranteed Maximum Price or Firm-Fixed-Price agreement. This effort involves working within secure and classified buildings and requires a phased execution strategy to manage remote-island logistics. Responses to the market research questionnaire are due by November 16, 2026.
