$495M Small Business Multiple Award Task Order Contract for Design-Build and Design Bid-Build Construction Services for the State of Hawaii, U.S. Army Corps of Engineers, Honolulu District
Solicitation # W9128A26RA007
The U.S. Army Corps of Engineers, Honolulu District, is soliciting a 100% Small Business Set-Aside Multiple Award Task Order Contract (MATOC) for Design-Build and Design-Bid-Build construction services across the State of Hawaii. This Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle has a total cumulative capacity not to exceed 495 million dollars, with individual firm-fixed-price task orders estimated to range from 2,000 dollars to 35 million dollars. The contract consists of a five-year base period with one six-month option to extend. The scope of work encompasses general construction, including electrical and instrumentation, structural efforts, demolition, site restoration, and safety remediation such as asbestos and lead-based paint abatement. The government intends to award five to seven contracts using a two-phase best value trade-off selection process. Phase 1 evaluates offerors based on past performance, organization and management, and a go/no-go bonding requirement. Phase 2 focuses on a seed project involving a construction narrative, drawings, a schedule, and price. Once the MATOC is established, task orders will be awarded based on criteria including price, schedule, technical solutions, and innovation. Performance requires adherence to Davis-Bacon Act labor standards, Buy American requirements, and strict quality control plans, with final acceptance contingent upon a multi-stage government inspection process. Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) in searchable PDF format.

FY29 PN108808 Nonorganizational Vehicle Parking Garage at Tripler Army Medical Center on Oahu, Hawaii
Solicitation # W9128A279A001
The U.S. Army Corps of Engineers is seeking a qualified partner for the design and construction of a Nonorganizational Vehicle Parking Garage at Tripler Army Medical Center in Oahu, Hawaii. This project is intended to partially mitigate a parking shortfall of 2,161 spaces and will be executed using a Progressive Design-Build approach under Other Transaction Authority. The scope of work encompasses the full design and construction of the facility, including comprehensive site improvements such as grading, utilities, storm drainage, roadway connections, pedestrian sidewalks, landscaping, and exterior lighting. The resulting facility must be designed for a minimum lifespan of 40 years and adhere to DoD Unified Facilities Criteria regarding energy efficiency, building envelope, and integrated systems performance. The acquisition will utilize a streamlined two-step competitive selection process. In the first step, interested offerors will submit a Statement of Qualifications in the form of a White Paper, from which the government intends to down-select three of the best-qualified offerors. These selected firms will then be invited to provide Pitch Presentations as the final evaluation phase. The resulting agreement will be Firm-Fixed-Price, with costs for successive design and construction milestones agreed upon as the design progresses. The project is divided into two phases: the first focusing on design and pre-construction services, and the second covering final design and construction. An Industry Day is scheduled for November 17, 2026, with a target award date anticipated between April and May 2027.
