This request is a solicitation for SF330 qualification packages only and not a request for proposals or bids. Firms must demonstrate eligibility as SDVOSBs certified in the VA’s VetBiz database and meet size standards under NAICS code 541330. The A/E scope includes schematic design, design development, construction documents, technical specifications, construction support, site visits, cost estimates, and as-built documentation for Project #565-20-205. Successful firms will participate in planning, review meetings, and coordinate to ensure compliance with VA standards and design manuals. The design phase is projected to be completed within 180 calendar days of the notice to proceed, with construction anticipated between $2 million and $5 million to follow on a future contract. Selection of firms will follow the Brooks Act procedures, focusing on demonstrated professional qualifications, specialized hospital experience, capacity to meet schedules, past performance on relevant contracts, proximity to the project site (within 500 miles), construction period services capabilities, and commitment to subcontracting with veteran and other small business concerns. Submissions must include detailed SF330 forms along with documentation of subcontracting plans, references, and compliance with limitations on subcontracting clauses. The Government will evaluate submissions based on seven weighted criteria emphasizing recent, hospital-related expertise, ability to manage workload, and local knowledge. Late or incomplete submissions will be disqualified. The anticipated award date for the A/E contract is on or before July 30, 2020, and the solicitation stresses strict adherence to VA and SBA regulations governing SDVOSB participation and subcontracting limitations. J025--NEW CART MAINTENANCE AND REPAIR
Solicitation # 36C24627Q0057
Solicitation 36C24627Q0057 was issued by the Department of Veterans Affairs, Network Contracting Office 6, for a base year plus four option year service contract to provide preventive maintenance, inspection, troubleshooting, and repair services for government-owned golf carts and utility vehicles at the Hampton VA Medical Center in Hampton, Virginia. The intended scope of work included tire rotations, battery water level checks, lubrication of friction areas, and general repairs with a not-to-exceed value of 125,000 for parts and labor not covered in the regular maintenance cycle. The contract was designated as a Service-Disabled Veteran-Owned Small Business set-aside and required the contractor to provide all necessary personnel, tools, and transportation for vehicle pickup and delivery. However, via Amendment 0003, the Government has canceled this solicitation in its entirety. This decision followed a review of clarification requests from vendors, which revealed that the Performance Work Statement required substantive revisions regarding the scope of services, equipment specifications, contractor responsibilities, and pricing requirements. Consequently, no award will be made under this solicitation to ensure that any future procurement is based on a clearly defined and consistent set of requirements. Interested vendors are encouraged to monitor SAM.gov for a potentially revised solicitation.
