Solicitation # 36C25627Q0071
The Department of Veterans Affairs, through Network Contracting Office 16, intends to award a sole source, firm-fixed-price lease agreement to Olympus America, Inc. for gastrointestinal endoscope medical equipment and accessories. This procurement is designated for the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas, and is conducted under FAR Part 8 and FAR 8.405-6, utilizing the Federal Supply Schedule under Olympus Contract 36F79721D0168. The agreement is structured with a base year and two one-year option periods, with an anticipated award date of December 31, 2026. The scope includes a wide array of proprietary equipment, such as CV-1500 and CV-190 video systems, APLIO 1800 EUS XT processors, various gastroscopes and colonoscopes, and associated monitors and cables. The acquisition falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC W065 for the lease or rental of medical equipment. Because the equipment is proprietary to the original equipment manufacturer, the government requires the contractor to be an OEM-authorized dealer, distributor, or reseller with certified technicians to ensure patient safety and operational readiness. The contract strictly prohibits the delivery of gray market items, which would be considered a breach of contract. While this is a notice of intent for a sole source award to a large business, interested parties may challenge the intent by providing clear and convincing evidence of competition and an authorization letter from Olympus within fifteen calendar days of publication.
