DLA Aviation has issued a solicitation for a Total Small Business set-aside to procure special purpose electrical cable assemblies (NSN 6150-01-575-9045). The procurement is structured as a five-year Indefinite Delivery Purchase Order (IDPO) with a contract ceiling of $350,000. The requirement includes an estimated annual demand of 17 units, with a guaranteed minimum quantity of 8 units for the base year and a maximum delivery order quantity of 17 units. Deliveries are required within 140 days after receipt of order to various CONUS stock locations, with inspection and acceptance occurring at the origin. The contract involves stringent technical, quality, and security requirements. Manufacturers must adhere to ISO 9001:2015 quality standards and comply with Cybersecurity Maturity Model Certification (CMMC) Level 2. Technical data is subject to export controls under ITAR or EAR, requiring specific certifications for access. Packaging and marking must strictly follow MIL-STD-2073-1E, MIL-STD-129, and DLA packaging requirements. Evaluation for award will be based on a comparative assessment of price, past performance, and quoted delivery, with past performance—specifically historical quality and delivery compliance—carrying significant weight. Contractors are required to use the Wide Area WorkFlow (WAWF) system for electronic invoicing and receiving reports.
