This contract is for the procurement of a non-flammable gas mixture composed of nitrogen and hydrogen cyanide at 10 ppm, classified as a commercial off-the-shelf (COTS) item with a National Stock Number of 6830-01-608-8520. The item is a calibrated gas mixture supplied in 58-liter cylinders, with a freezing/melting point of -345.8°F at 10 psig and a specific gravity of 0.906 relative to air, and must be shipped as compressed gas under UN1956 and DOT-39 cylinder specifications. The contract requires delivery of one unit within five days of award, FOB destination, with no tolerance for quantity variance. Inspection and acceptance both occur at the destination, per established military logistics procedures, and the item has a non-extendable shelf life of 18 months under TYPE I (CODE K) requirements. Packaging must comply with MIL-STD-2073-1E, with preservation designated as HM (hazardous material) and drying methods applied, while marking must follow MIL-STD-129 including the special code “32” to denote shelf-life status. Palletization adheres to DLA packaging guidelines and MIL-STD-147 Load Type IX for oversized cylinders that cannot fit in standard UN 4G fiberboard boxes. Hazard communication standards are strictly enforced, requiring approved Safety Data Sheets and OSHA-compliant labels reviewed and submitted to DLA Aviation HMIRS prior to award, with no intentional addition of mercury allowed except in approved exceptions such as batteries, sensors, or reagents specified by NAVSEA, which must include a secondary containment to prevent leakage. Sampling for quality assurance must follow MIL-STD-1916 or ASQ H1331 Table 1 using zero-defect acceptance criteria, with attributes classified as critical, major, or minor tied to specific verification levels and AQLs, and all unspecified attributes treated as major. The contract mandates use of U.S.-flag vessels for sea shipments, requires flowdown of hazardous material and mercury restrictions to subcontracts, and mandates submission of the Unique Entity ID and CAGE code via SAM.gov, along with representations on small business status, foreign ownership, and compliance with NIST SP 800-171 for cybersecurity. All deliveries must be sent to the Naval Medical Readiness Logistics Command in Williamsburg, VA, using traceable
