This contract specifies the procurement of two cylinders of a calibrated gas mixture containing 10 parts per million chlorine balanced with nitrogen, each cylinder holding 58 liters and identified by the NSN 6830016094428. The gas must meet precise physical and chemical specifications, including a boiling point of -195.8°C and a molecular weight of 28.01, and must be shipped in DOT-39 cylinders labeled as UN 1956, Hazard Class 2.2 (non-flammable gas). The product is classified as a commercial off-the-shelf (COTS) item with a strict non-extendable shelf life of nine months, designated as Type I (Code G), and must be packaged and marked in full compliance with MIL-STD-2073-1E and MIL-STD-129, including special shelf-life marking code 32. Hazard communication is mandatory: Safety Data Sheets and OSHA-compliant labels must be submitted for approval by technical personnel before award, and mercury or mercury-containing compounds are strictly prohibited unless exempted for specific functional applications like sensors or instruments under NAVSEA guidance. Sampling must adhere to MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise contracted, and the delivery schedule demands shipment within 20 days FOB destination, with no variance allowed in quantity. Packaging must follow DLA’s RP001 and DOT standards, with palletization per MIL-STD-147 for oversized cylinders, and transport must occur via traceable freight methods—parcel post is expressly prohibited. Delivery is to be made to the specified CBRN facility in Little Falls, Minnesota, and all documentation, including SDS and labeling, must be verified and retained in the contract file with copies sent to DLA Aviation HMIRS.
