NSWC-PHD MATAC OTA Request for Solutions: Flankspeed Agile Support & Task Repository (FASTR) prototype projectThe Navy is seeking innovative prototypes through the Flankspeed Agile Support & Task Repository (FASTR) initiative to modernize Integrated Product Support workflows by replacing fragmented, manual systems with a unified digital platform. Currently, IPS management depends on disconnected spreadsheets and labor-intensive scheduling practices that cause delays in risk identification, distort cost tracking, and consume excessive manpower on administrative tasks. FASTR will operate within the Navy’s secure Flankspeed infrastructure to centralize tasking, scheduling, and budgeting into a single, dynamic system built on Kanban-based workflows that automatically link Work Breakdown Structure financial data with daily progress. The solution eliminates redundant meetings and manual data entry by embedding quality controls and automating Integrated Master Schedule generation, creating a seamless experience for users while maintaining full compliance with existing security protocols. The platform will empower leadership and subject matter experts with real-time dashboards that provide visibility into workforce productivity, task volume, and quality metrics. It will use predictive analytics to analyze historical performance and proactively recommend accurate budgets and resource allocations, enabling better decision-making without increasing licensing costs. By standardizing processes across the enterprise, FASTR aims to reduce administrative burden, improve employee experience, and accelerate the delivery of high-quality support products. The solicitation, issued under OTA Authority with NAICS code 541715, is managed by the Commanding Officer at NSWC-PHD in Port Hueneme, California, with responses due by July 29, 2026.
