The California Department of Forestry and Fire Protection (CAL FIRE) and the California Department of Fish and Wildlife (CDFW) have authorized the White Sulphur Springs Emergency Notice project, identified by Streambed Alteration Agreement number EPIMS-NAP-61127-R3 and solicitation number 1-25EM-00024-NAP. The project is being executed by applicant David Wickline on behalf of Alchemy White Sulfur Springs Resort LLC. Located in Napa County, California, specifically at unnamed tributaries to and including Sulfur Creek, the work is centered in Section 2, Township 7N, Range 6W within the Rutherford Quadrangle. The scope of work involves critical infrastructure improvements to watercourses, including the replacement of culverts on Class II and Class III watercourses and the installation of a culvert at an existing ford crossing on Class II and Class III watercourses. Additionally, the project includes augmented construction on an existing bridge on a Class I watercourse, featuring the installation of a new steel bridge deck and rock and pre-cast concrete abutment support. The CDFW approved the project on September 30, 2025, determining that it would not have a significant environmental effect, and consequently adopted no mitigation measures or monitoring plans. Administration of the project is led by CAL FIRE's Forest Practice Office in Santa Rosa.
