California State University Maritime Academy Waterfront Master Plan Final Environmental Impact Report

This proposed project involves upgrades to in-water infrastructure, marine yard, and expansion of onsite utilities in order to accommodate the incoming National Security Multi Mission Vessel. In-water infrastructure includes the replacement of an existing pier, breakwater, boat basin reconfiguration, and new work dredging to accommodate the new vessel. California State University Maritime Academy requested additional time to complete previously approved in-water work activities, an increase in dredged material from 15,000 cubic yards to 40,000 cubic yards within the previous approved dredged footprint, and to extend the ITP expiration one year from November 30, 2026 to November 30, 2027 to ensure there is adequate time to complete Project related activities. The Project will result in impacts to Sacramento River winter-run Chinook Salmon (Oncorhynchus tshawytscha), Delta smelt (Hypomesus transpacificus), Central Valley spring run Chinook salmon (Oncorhynchus tshawytscha), Longfin smelt (Spirinchus thaleichthys), White sturgeon (Acipenser transmontanus) habitat. The project is expected to result in incidental take of Sacramento River winter-run Chinook Salmon and Delta smelt which are designated as an endangered species, Central Valley spring-run Chinook salmon and Longfin Smelt which are designated as a threatened species, and White sturgeon which is designated as a candidate species under the California Endangered Species Act. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation. This is to advise that CDFW, acting as a Responsible Agency, approved the project described above on September 8, 2026 and has made the following determinations regarding the above-described project:
