California Vegetation Treatment Program (CalVTP) Update

The Sierra Foothill Conservancy, in partnership with the Mariposa County Resource Conservation District, is implementing the Upper Chowchilla River Watershed Forest Health and Fire Recovery Project on up to 1,667.3 acres of conserved land in Mariposa County, California, with the primary objective of reducing wildfire risk and restoring ecological function through vegetation treatments. These treatments include fuel break creation, mechanical and manual vegetation removal, prescribed burning, herbicide application, and prescribed herbivory, all aligned with the standards established in the California Vegetation Treatment Project Program Environmental Impact Report. The project is confined to areas within 1,000 feet of the wildland-urban interface, post-fire zones, and habitats supporting rare species ranked S4 or S5, with strict seasonal restrictions to avoid impacts during sensitive wildlife periods such as nesting and maternity seasons. The Mariposa County Resource Conservation District serves as the CEQA lead agency and provides technical and staffing support, while the Sierra Foothill Conservancy acts as the primary implementing entity responsible for execution and compliance. All activities must adhere to a comprehensive set of Standard Project Requirements that govern air quality, biological resources, hazardous materials, hydrology, and cultural resources, with enforcement overseen by the Mitigation Monitoring and Reporting Program. Treatment areas are documented using GIS mapping, and post-treatment reporting requires submission of a Completion Report detailing methods, acreage, and dates. Acceptance of work occurs at designated offsite biomass processing facilities, and herbicide applications require specific public signage with regulatory details. No formal federal contract mechanisms, such as FAR clauses, payment systems, contracting officer roles, or socioeconomic certifications, are present; the project operates under state environmental compliance frameworks rather than federal procurement structures. The project timeframe is implied to begin in 2026 following the December 2025 filing of the Project-Specific Analysis and Addendum, with a submission deadline of June 3, 2026, for environmental documentation to be filed with the Mariposa County Clerk and state offices. No contract value, pricing data, or formal invoicing procedures are specified, and performance is limited to three private properties: Anderson Ranch, Macready Ranch, and Stookey Preserve.
