Rapid Incident Scene Clearance (RISC) District 3
Solicitation # DOT-ITN-26-3005-CS
The Florida Department of Transportation (FDOT) is soliciting competitive sealed replies for the provision of Rapid Incident Scene Clearance (RISC) services within District 3. This contract requires vendors to deliver professional and timely incident clearance and vehicle recovery operations on specified Florida state roads, adhering strictly to FDOT and state safety, operational, and equipment standards. All prospective bidders must be registered with the state's MyFloridaMarketplace system and be properly licensed if licensing requirements apply. Out-of-state entities must be authorized to conduct business in Florida. Strict limitations on communication with state employees during the solicitation period are enforced, and all transactions will incur the Florida Vendor Information Portal (MFMP) transaction fee, currently set at 0.70% of payments issued. Compliance with Florida statutes restricting contracts with companies on scrutinized engagements with Sudan or Iran is mandatory. The contract upholds nondiscrimination statutes consistent with Title VI of the Civil Rights Act and related federal and state laws, ensuring equity across race, sex, disability, age, and national origin. The procurement is driven by a best-value evaluation methodology where proposals will be assessed based on technical merit, management experience, and price, allowing trade-offs rather than simply choosing the lowest priced bid. The scope of work delineated in Exhibit A requires vendors to maintain readiness and capability to respond rapidly to incidents, complying with detailed equipment requirements and operational standards such as MUTCD, OSHA, and state policies including the Open Road Policy. Inspection and acceptance of services occur at the incident scene and administratively through FDOT contract management. Vendors must meet key certifications including E-Verify employment verification, drug-free workplace affidavits, and attestations against coerced labor and inclusion on scrutinized company lists for contracts over $1 million. Proposal submissions must be complete, consolidated into a single PDF not exceeding 25MB, and submitted electronically by the deadline of September 8, 2031. Communication and contract administration are centralized through a designated procurement agent, and the agreement incorporates relevant state forms to ensure regulatory compliance and contract integrity throughout the term.
