The contract requires the prime contractor to bid on three interconnected proposals—E52G4A, E52G4B, and E52G4C—with the award contingent upon submitting complete unit prices for all bid items; proposals lacking full unit pricing will be rejected. The project involves widening State Road 50 from two to four lanes across Sumter County, with associated drainage improvements, curb and gutter installations, highway signing, sidewalks, and shared-use paths, spanning from east of CR 757 to east of CR 711 under the primary scope. Three scope alternatives are offered, prioritized by the Department: Alternate A (approximately 4.6 miles) is the first priority, Alternate B (approximately 4.2 miles) second, and Alternate C (approximately 3.6 miles) third. The Department will award the contract to the lowest responsible bidder for the highest-priority alternate for which funds are available, with contract duration varying per alternative and specified in the bid documents. The total contract duration is set at 690 days, with a 10-day execution period and a 30-day flexible start window. Bid responses are evaluated by summing the product of unit prices and estimated quantities, with the Department reserving the right to reject any proposal or waive technical errors in its sole discretion. Prequalification is mandatory, requiring contractors not already prequalified by January 1, 2019, to demonstrate completion of at least two state transportation projects each exceeding $15 million, with acceptability determined solely by the Department.
