The Joint All Domain Persistent Adaptive Collaborative Technologies (JADPACT) Project seeks to develop Human-Machine Teaming (HMT) concepts that leverage AI/Automation capabilities to support Battle Managers. C2 Decision Advantage events provide support for the ABMS Transformational Model decision functions and an opportunity to learn about and explore many different AI/automation approaches for Battle Management. Furthermore, the events and R&D aim to ensure warfighter involvement in the development of AI/autonomy and further identify areas where AI augmentation would support Battle Managers. The goal is to include industry to ensure work being done to develop and adapt the latest, cutting-edge AI/automation approaches can be leveraged and adapted to the needs of Battle Managers. This will be accomplished by seeking unique and innovative solutions to accomplish the defined technical requirements.

The Combined Joint All-Domain Command and Control (CJADC2) Campaign Plan 2030 defines decision advantage as the ability to consistently make better, timelier decisions than the adversary.  Current DAF command and control (C2) systems and processes are optimized for low intensity conflict and do not address decision advantage over the pacing challenge.  Deriving effective C2 capability development toward decision advantage requires a clear understanding of what C2 decisions are.  The DAF Advanced Battle Management System (ABMS) Cross Functional Team (CFT) provides a quantitative model for the Joint Warfighting Function of C2 as the Command, Plan, and Battle Management decision domains, supported by and integrated with Battle Analysis (military intelligence and surveillance).  Each of these decision domains are decomposed in the Transformational Model for Decision Advantage (TM-DA) using model-based systems engineering to bridge the gap between operational concepts and software design.

The M-DASH event is tentatively scheduled for 25 January 2027 - 4 February 2027 in Las Vegas, Nevada. A virtual Ask Me Anything session is scheduled for 15 October 2026 at 1200-1300 EST (Details in paragraph 2.2 of the Call).

United States Space Force (USSF) Battle Management, Command, Control, Communication and Space Intelligence (BMC3I) Satellite Communication Augmentation Resource (SCAR) Program Office (PMO) Commercial Solutions Opening (CSO) Two Phase Closed Variant
Solicitation # HQ0860-26-S-C008
The United States Space Force Satellite Communication Augmentation Resource (SCAR) Program Office, utilizing the Missile Defense Agency, is issuing solicitation HQ0860-26-S-C008 as a two-phase closed variant Commercial Solutions Opening. The program seeks innovative prototype solutions to modernize Ground Entry Point and Network Operations Center capabilities, providing robust Telemetry, Tracking, and Commanding support for satellites across all orbital regimes. The scope is divided into three Areas of Interest: the rapid delivery and operation of government-owned commercial capabilities (AOI 1), the provision of exclusive leased commercial antenna capacity (AOI 2), and an Antenna as a Service model via a multi-tenant global network (AOI 3). Awards may be executed as Other Transaction Agreements or FAR-based contracts, with a strong preference for Firm-Fixed Price arrangements. The acquisition process begins with a Phase 1 White Paper evaluation based on the merit of the proposed concept, followed by a Phase 2 full proposal for selected offerors. Technical merit and importance to program requirements are the primary evaluation factors, outweighing price. Security requirements vary by AOI; AOI 1 requires offerors to hold a Secret facility security clearance and safeguarding approval at the time of submission, while AOIs 2 and 3 do not. Access to the controlled unclassified information in the Offeror's Library requires a CMMC Level II self-assessment, and access to export-controlled documents further requires an active DD Form 2345. Technical solutions must demonstrate high maturity, specifically TRL 7-9 for AOI 1 and TRL 8-9 for AOI 3.
