The project involves the replacement of overhead and ground-mounted signs and four overhead structures across multiple interstates in various Arkansas counties, encompassing removal and disposal of existing infrastructure, earthwork, erosion control, traffic maintenance, and miscellaneous items. Scope includes installing guide signs, standard signs, exit number panels, steel overhead sign structures of specific types (OC-030-60-93, OC-430-60-60, OC-630-60-63, OH-030-60-94, OH-030-60-95), modifying existing supports, and deploying omni-directional breakaway sign supports, all governed by supplemental specifications and special provisions that override the 2014 standard specifications in case of conflict. Work encompasses unclassified excavation, compacted embankment, precast concrete barrier installation and relocation, removal of permanent pavement markings, enhanced thermoplastic pavement markings, raised pavement markers, non-metallic conduit, electrical conductors for luminaires, temporary roadway lighting removal and reinstallation, sediment control measures including silt fencing and mulch cover, and traffic control devices such as drums, arrow panels, portable message signs, and a mobile speed notification system. The project requires strict adherence to federal-aid construction provisions under FHWA-1273 and its supplements covering equal employment opportunity standards, wage determinations, posters and notices, and Buy America requirements for construction materials. Compliance with the Cargo Preference Act and prohibitions against certain telecommunications and video surveillance equipment is mandated. All contractors must be prequalified, registered as vendors, and adhere to mandatory electronic contract and document submittal protocols through SIGNET for prompt payment documentation. Performance is subject to liquidated damages, prime contractor evaluations, partnering requirements, value engineering, and detailed safety protocols for overhead sign work, work zone enforcement, and traffic control in accordance with MASH standards. Specific structural elements require drilled shaft foundations with nondestructive testing and direct tension indicators for high-strength bolt assemblies.
