The South Carolina Department of Transportation is soliciting bids for the 2026 Laurens CTC Resurfacing project, a 2.67-mile rehabilitation effort in Laurens County with a completion deadline of July 31, 2027. The work encompasses pavement resurfacing using CMRB, asphalt surface course, and concrete sidewalk installation, including milling existing asphalt, full-depth patching, borrow excavation for shoulder grading, traffic control compliant with MUTCD standards, and the fabrication of work zone signs using specified materials. Contractors must furnish performance and payment bonds equal to 100% of the contract value and a five percent electronic bid bond using Department Form 674. Mandatory certifications include SAM.gov registration with no active exclusions, compliance with the Iran Divestment Act, a drug-free workplace, and certification regarding unauthorized aliens under state law. Contractors must also comply with SCDOT’s IT Security and Acceptable Computer Usage Policies, implement the NIST Risk Management Framework for any access to SCDOT electronic data, and flow these requirements down to subcontractors. Environmental requirements include adherence to NPDES Permit SCR160000 for stormwater management, and nighttime flaggers must wear Class 3 high-visibility apparel. Disqualification occurs for irregular bids, including altered bid items, missing unit prices, incomplete DBE documentation, failure to certify EEO compliance, or an improperly executed bid bond. Payment is made to CSX Transportation, Inc., and invoicing requires submission of a scanned check and Schedule PA Form to designated SCDOT email contacts.
