The Nebraska Department of Transportation is soliciting bids for the extension of the Beal Slough Trail in Lancaster County, Nebraska, a 1.88-mile project beginning east of 56th Street and north of London Road and extending southeast to Yankee Hill Road Trail near 70th Street. The work includes constructing a 10-foot wide concrete trail surface with 2-foot wide earthen or concrete shoulders, installing a prefabricated bridge over Beal Slough south of Pine Lake Road, and building a gravity retaining wall system in accordance with project plans. The project is governed by the 2017 Edition of the Standard Specifications for Highway Construction and incorporates federal requirements including Form FHWA-1273 (Rev. 10-23), Davis-Bacon wage determinations, affirmative action mandates under Executive Order 11246, and compliance with the Buy America Act and Build America, Buy America Act. Contractors must be prequalified in Class 3,10 for Concrete Pavement, General, and may not bid without an Authorization to Bid issued through the NDOT prequalification system. The contract requires full performance and payment bonds, liability insurance, and compliance with Title VI and 49 CFR Part 26 nondiscrimination and DBE program standards. The contractor must perform at least 30% of the contract work using its own organization and adhere to federal reporting obligations for payments to subcontractors using the Department’s designated prompt payment system. Materials not stored on-site must be clearly marked, segregated, and excluded from supplier inventory. All bids are due by August 27, 2026, at 1:30 p.m., submitted either electronically via bidx.com, by mail to the NDOT P.O. Box in Lincoln, or in person at the Central Office Building in Lincoln. The tentative start date is November 16, 2026, with a contract duration of 120 working days. Federal financial assistance for the project is below $500,000, triggering certain federal procurement rules but reducing thresholds for some reporting obligations. All participants must certify they are not debarred, suspended, or otherwise ineligible, and must comply with lobbying restrictions under federal law.
