The South Carolina Department of Transportation is soliciting proposals for the replacement of Bridge S-234 over a tributary to the Enoree River in Spartanburg County, with a completion date of June 30, 2027. The project requires contractors to provide bridge construction access as a lump sum item, limited to 5% of the total contract amount, which covers all mobilization and access work necessary to reach the bridge’s substructure and superstructure. Scope of work includes the complete removal and disposal of the existing bridge, with mandatory containment and disposal of asbestos and other hazardous materials, in accordance with environmental regulations and the Storm Water Pollution Prevention Plan under SCDOT’s NPDES Permit SCR160000. Contractors must comply with the SCDOT Specifications for Highway Construction (2025 Edition), the 2004 Construction Manual and its revisions, and the FHWA Manual on Uniform Traffic Control Devices. All work must be performed in a good and workmanlike manner, and any defective work must be corrected prior to final acceptance. The contract requires the submission of a five percent electronic bid bond and performance and payment bonds at 100% of the contract value, with payments structured in milestones: 40% upon commencement of special access work, 40% on the second estimate, and 20% after cleanup and restoration. Submission is restricted to prequalified prime contractors using the Bid Express electronic platform, with no paper submissions accepted. Proposals must be submitted by August 11, 2026, and will be publicly opened at 2:00 p.m. at SCDOT Headquarters in Columbia. Bidders must be registered in the System for Award Management with no active exclusions, certify they are not on the Iran Divestment Act List, and affirm a drug-free workplace consistent with South Carolina law. Environmental and safety compliance includes adherence to the Americans with Disabilities Act, use of U.S.-flag vessels for at least 50% of gross tonnage in shipping, and full compliance with SCDOT’s computer usage policy.
