Public Works and Government Services Canada, on behalf of Innovation, Science and Economic Development Canada, is issuing a Call for Proposals under the Innovative Solutions Canada Program Testing Stream. This R&D initiative seeks pre-commercialized goods and services at Technology Readiness Levels 7 to 9 to address various departmental problem statements. The goal is to establish a pool of conditionally qualified Canadian suppliers, though qualification does not guarantee a contract award. The solicitation period runs from September 12, 2023, to October 3, 2023. This procurement is restricted to Canadian goods and services and is set aside for small businesses with 499 or fewer full-time equivalent employees, including a partial set-aside for Indigenous businesses. Total estimated funding for all resulting contracts is 69.5 million CAD, with individual contract maximums set at 1.15 million CAD for standard problem statements and 2.3 million CAD for military problem statements. Amendment 001 specifically updates the evaluation grid to lower the minimum total score required for pre-qualification.
