The Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the office of United States Army Materiel Command (AMC), is seeking innovative solutions for Enterprise Transformation Capability in support of the Army's Organic Industrial Base (OIB).
In alignment with the 2026 National Defense Strategy's directive to "supercharge the U.S. Defense Industrial Base," the Army is committed to a generational modernization of its OIB. The OIB is the bedrock of the Army's ability to generate, project, and sustain combat power. However, current modernization investments, while significant, are often executed as disconnected initiatives. This approach lacks the synchronization needed to build a truly adaptive and resilient enterprise. To remedy this, the Army is establishing a Government-owned Enterprise Industrial Transformation Capability.
