The Drug Enforcement Administration, under the Department of Justice, issued solicitation 15DDHQ18Q00000237 as a combined synopsis and request for quotation for CALLYO 2009 Corporation system access and support. This unrestricted acquisition, categorized under NAICS code 517911 for Telecommunication Resellers, is a limited source brand name requirement specifically for cell phone recording and smartphone KEL systems to support the DEA Houston Division. The period of performance runs from October 1, 2018, to September 30, 2019. The procurement is justified as a sole-source requirement because transitioning to a different vendor would negatively impact ongoing investigations. The government intends to award a firm-fixed price contract based on the lowest price technically acceptable quote, provided the offeror has a satisfactory past performance record for quality and timely delivery. The scope of work includes the Calylo Basic System, additional unit groups, metered lines, and credits, requiring an all-or-none response from offerors. Technical questions and quotes were required to be submitted electronically to the designated Contract Support Specialist by the respective deadlines in September 2018.
