1. Notice Information

2. Description
This is a Sources Sought synopsis issued for market research purposes only in accordance with Federal Acquisition Regulation (FAR) Part 10. The U.S. Air Force Reserve Command is seeking to identify responsible Small Business concerns capable of providing the commercial brand name or equal software products, maintenance, and training detailed below.


This notice does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future. The Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this synopsis; all costs associated with responding will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ, if one is issued.


3. Background & Requirement
The Government requires a complete Computer-Aided Manufacturing (CAM) software solution to support its fabrication and machining operations that utilize Phillips Haas CNC machines:

The solution must integrate seamlessly with the existing SOLIDWORKS CAD environment to generate, verify, and output machine toolpaths for various CNC milling applications. The requirement includes new software licenses, annual maintenance/support, and associated training.


The Government has identified products from Solidworks and CAMWorks (a SOLIDWORKS product) as meeting its needs. The acquisition will be conducted on a Brand Name or Equal basis. The required items and their salient characteristics are as follows:



0001 - 1 CAMWorks Milling Premium Bundle with 12-Month Software Maintenance/Support


Must provide functionality for 2.5 Axis, 3 Axis, and 4/5 Axis simultaneous milling, assembly machining, and full machine simulation.


0002 - 1 CAMWorks Milling Professional Bundle  with 12-Month Software Maintenance/Support


Must provide functionality for 2.5 Axis and 3 Axis milling and assembly machining.


0003  - 1 Post Processor Level IV  with 12-Month Software Maintenance/Support


Must generate G-code compatible with advanced 5-axis CNC machining centers.


0004  - 1 Post Processor Level III  with 12-Month Software Maintenance/Support


Must generate G-code compatible with standard 4-axis CNC machining centers.

All items must be delivered electronically or FOB Destination to Coraopolis, PA 15108 within 30 days of award.


4. Submission Instructions for Interested Parties
Interested parties who believe they have the capability to provide these products and services are invited to submit a capabilities statement. The statement shall not exceed five (5) pages and must include the following information:


  1. Company Profile: Company name, address, point of contact (name, email, and phone number), UEI number, and CAGE code.
  2. Business Size Status: A statement of your company's business size (e.g., Small Business, Woman-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUBZone) under the specified NAICS 541519.
  3. Capability Narrative: A brief narrative demonstrating your company's technical ability to provide the required items. If proposing an "or equal" solution, you must include technical documentation proving your product is equivalent to or exceeds the salient characteristics of the brand-name items listed.
  4. Authorization: Evidence of status as an authorized reseller/distributor for the proposed products.
  5. Non-Manufacturer Rule (NMR): Respondents shall indicate whether they are the manufacturer or a non-manufacturer. If a non-manufacturer of a large business's products, state your approach to NMR compliance (e.g., an existing SBA class waiver applies, intent to request an individual waiver).
