The purpose of this Negotiated Request for Proposal (NRFP) is to identify a qualified Contractor to host and support the delivery of Destination Canada’s Canadian Specialist Program (CSP) through a robust, flexible, and modern Learning Management System (LMS). The content for the CSP already exists and it is currently delivered through an existing platform https://www.canadaspecialist.co.uk/login/ Destination Canada is seeking a platform provider to evolve and enhance the user journey, content management system and reporting capabilities. The selected Contractor will provide a cloud-based LMS that supports Destination Canada’s goals for sustained learner engagement, multilingual delivery, content flexibility, and measurable outcomes. Key requirements include mobile and desktop compatibility (ideally including an app), integration of AI-enabled tools and technology (e.g., itinerary planners, marketing content generators), integration with other platforms, social interactivity, gamification, modular learning paths, and the ability to manage incentives and have interactive result dashboards. The Contractor will be responsible for securely transitioning user data and program content from the existing platform, maintaining continuity for current users, strategic assessment for scale and use as well as enabling ongoing platform development aligned with DC’s strategic priorities. The Contractor may also support DC on implementing LMS training modules in alignment with organizational business objectives.
