The Administration for Strategic Preparedness and Response (ASPR) is seeking a vendor to provide surge staffing support for the performance of supporting the agency’s efforts associated with coordinating and implementing disaster response, recovery, information management and logistics operations.


ASPR’s Disaster Response, Recovery, and Logistics Operations will be supported directly by ASPR Office of Response (OOR) staff and with HHS staff among HQ, Regional Office, and field- based locations. The nature and scope of ASPR’s Disaster Response, Recovery, and Logistics Operations is contingent on the location of major disasters and the need for ASPR disaster recovery technical assistance. The contractor shall be capable of deploying staff experts in public health, environmental health, public health emergency response, behavioral health, and social services (including expertise in the post-disaster impacts on children and youth) to conduct necessary analysis, planning support, workshop facilitation, and research anywhere in the United States and its territories for several weeks to months at a time after a disaster for response (ESF #8), recovery (Health and Social Services RSF), or logistics (response and recovery).
