Due to significant changes in the property, the requirements of the Government have changed. The requirements will be re-solicited. Firms that submitted offers are thanked for their time and efforts.
The U.S. Army Corps of Engineers - St. Paul District requires a State of Minnesota certified General Appraiser to perform a real estate appraisal and prepare a report to be used by the Government in connection with a proposed acquisition of specified real property rights. The property is approximately 331.33 acres known as Lower Grey Cloud Island at Cottage Grove in Washington County, Minnesota. This solicitation is 100% set-aside for Small Businesses under NAICS 531320, Offices of Real Estate Appraisers, with a small business size standard of $9.5 million. Offers will be evaluated on the basis of Best Value to the Government, with factors such as Appraiser experience writing UASFLA-Compliant appraisal reports; Recent and Relevant experience with property appraisals involving Sand, Gravel and Aggregate mining; and Narrative of approach to gathering relevant sales data and property information, when combined, being more important than price.
