AI Contract Overview
This contract is a solicitation for one unit of Protective Dust Cap, item NSN 5340-01-438-5957, with a required delivery within 20 days after order placement, targeting the FPO address for USS HALSEY DDG 97. The item must comply with stringent packaging and marking standards including MIL-STD-2073-1E for preservation and MIL-STD-129 for shipment labeling, with no special marking required. Palletization must follow DLA Packaging Requirements for Procurement, and all packaging materials are strictly prohibited from containing mercury or mercury compounds under IP056. Item Unique Identification is not required per the Service customer’s direction, though bare item marking must adhere to RQ017. Quality assurance requires sampling per MIL-STD-1916 or ASQ H1331 Table 1, with zero non-conformances in the sample lot unless otherwise specified; attributes are to be classified with predefined verification levels or AQLs. The solicitation incorporates technical and quality requirements from the DLA Master List referenced under RA001, RP001, RQ011, RQ017, and RT001, and applies the Buy American Act and Berry Amendment restrictions, mandating domestic origin unless otherwise disclosed. The contractor must comply with cybersecurity standards under NIST SP 800-171 and maintain representations in SAM, including small business status, WOSB, 8(a), HUBZone, and defense telecommunications equipment disclosures. Payment and receiving reports must be submitted electronically via WAWF, and the contractor must be registered in SAM and WAWF to receive payment. Delivery is FOB origin with no variance allowed in quantity, and shipment must use traceable methods only, explicitly prohibiting parcel post. The contract uses fixed-price terms under FAR clauses with multiple deviations applied to modernize administrative requirements, and all subcontracting exceeding the simplified acquisition threshold must flow down applicable clauses. The origin of supplies is presumed domestic unless contradicted by the offeror, and all hazardous material handling, including mercury exceptions for functional components in specific applications, must comply with NAVSEA 5100-003D guidelines.
