AI Contract Overview
The U.S. Army Corps of Engineers, Norfolk District, is preparing for a construction project under the Continuing Authorities Program (CAP) Section 206 to restore approximately 1,400 linear feet of shoreline at Belle Isle State Park in Lancaster, Virginia. The effort focuses on ecological rehabilitation of tidal wetlands, beach habitats, and oyster reef systems using native vegetation such as Spartina alterniflora and Spartina patens, intertidal oyster sills constructed from VDOT Class II stone, sandfill, and native Atlantic ribbed mussels. The project aligns with federal environmental restoration goals and requires strict adherence to seasonal restrictions to protect sensitive species including anadromous fish, submerged aquatic vegetation, bats, and migratory birds, with work windows limited to avoid critical biological periods. A pre-solicitation Industry Day is scheduled for July 17, 2026, in Norfolk, Virginia, with virtual attendance available, requiring all participants to register by July 14, 2026, and to present a REAL ID for physical access to the federal facility. The solicitation number W9123626X1C2B has been assigned, with the formal request for proposals anticipated in April 2028 and an award expected in August 2028, followed by a 12- to 18-month construction period targeting completion by winter 2030. All participation and feedback are solicited through the designated primary point of contact, Amy Herrera Coody, and secondary point of contact, Tiffany N. Kirtsey, who oversee contract administration and engagement. The project is funded under the Water Resources Development Act of 1996 and administered by the Army Corps under agency code W91236, with no formal contract type or pricing details disclosed at this stage. While the current documentation does not include clauses, evaluation factors, packaging requirements, or financial specifications, it emphasizes environmental compliance with Virginia Marine Resources Commission regulations, use of GPS-guided equipment, and best management practices for habitat protection. Businesses of all sizes are encouraged to participate in the Industry Day to provide input on construction methods, scheduling constraints, and ecological best practices, with an option for one-on-one virtual meetings to share insights confidentially. Formal requirements, including representations, certifications, and submission formats, will be detailed in the upcoming solicitation, and interested parties must maintain active SAM.gov registration with a valid Unique Entity ID and CAGE code to be eligible
