This contract specifies the procurement of a fixed metal capacitor with part number M83421/01-1079R, governed by military specification MIL-PRF-83421F and aligned with Technical Data Package Rev A Gen 1. The item is classified as a critical application component and is subject to stringent quality and configuration management standards, including requirements for Qualified Products Lists and engineering change proposals. Manufacturing and processing are strictly prohibited from using any Class I ozone-depleting substances unless explicit written approval from the Contracting Officer is obtained, and this restriction overrides any conflicting specification requirements unless the item qualifies as a commercial item under FAR 11.001 or is a numbered-only part. Packaging, marking, and shipping must comply with MIL-STD-2073-1E and MIL-STD-129, with additional mandatory lead finish identification per IPC/JEDEC J-STD-609 applied to each unit package. The supplier must deliver five units FOB origin within 20 days, with zero variance allowed in quantity, and inspection and acceptance are both conducted at destination. The delivery address is the Naval Undersea Warfare Center Division Keyport in Washington, and parcel post is explicitly prohibited—shipments must use traceable freight methods. The contract supports full and open competition, with no set-aside provisions, and requires adherence to all referenced DLA technical and quality requirements as defined in the DLA Master List, with revisions controlled by the solicitation or award date. The NSN is 5910-01-256-2624, unit price is $5.00, total value is $25.00, and the required delivery date is July 16, 2026.
