This is a pre-solicitation notice for a Total Small Business Set-Aside under FAR 19.5, issued by the Department of Defense through the FA5004 354 Cons Pk office at Eielson Air Force Base, Alaska, with solicitation number FA500426Q0145. The notice invites responsible small business concerns to submit quotations for rental vehicle services to support mission requirements, though no formal solicitation has yet been issued. The Government requires approximately thirty rental vehicles comprising a mix of Sedans, Passenger Vans, and Sport Utility Vehicles (SUVs), each with unlimited mileage, all of which must be 2019 model year or newer and in good, safe operating condition without excessive soil, rust, or damage. Vehicles must be registered in Alaska and equipped with mandatory safety features including seat belts, rear-view mirrors, windshield wipers, a parking brake, a horn, and a factory-standard emergency repair kit. All pricing must be submitted as unit rates for each vehicle type and must include all taxes, insurance, administrative fees, full coverage insurance, and 24/7 roadside assistance at no additional cost to the Government. Offerors must also provide daily, weekly, and monthly rate options to accommodate potential schedule changes or mission extensions. The anticipated period of performance runs from July 30, 2026, through August 3, 2026, with delivery and pickup occurring at the parking lot north of the Eielson AFB Visitor Center. Vehicles will be jointly inspected upon delivery and return with photographic documentation, and any damage will be evaluated by the Contracting Officer to determine liability. Payment will be made in arrears through Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006. Contractors must comply with base access requirements including obtaining proper identification, providing valid driver’s licenses and insurance certificates for personnel, and adhering to Air Force and Department of Defense security protocols. All proposals must be submitted by June 15, 2026, and inquiries must be directed to the designated points of contact before escalating to the appointed ombudsman.
