The Carmichael Promenade Phase 2 Lot Line Adjustment project, identified by control number PLNp2026-00058, is located at the northwest corner of Marshall Avenue and Fair Oaks Boulevard in the Carmichael Community of unincorporated Sacramento County. The project involves a minor lot line adjustment between Lots 9 and 24 and common Lots B and I of the Carmichael Promenade Map. This adjustment will increase the size of Lots 9 and 24 while reducing the sizes of Lots B and I. Specifically, Lot B will be modified to function as a north-to-south paseo adjacent to Lots 12, 13, 20, and 21, which allows for the creation of private backyard space for Lots 9 through 24 while ensuring that public pedestrian and cyclist connectivity is maintained throughout the subdivision. The project is classified as a forecast under NAICS code 237210 and is managed by Sacramento County. It has been granted a Notice of Exemption under CEQA Guidelines Section 15305 and PRC Section 21084 for minor alterations to land use limitations, as the adjustment does not create new parcels or change land use density and results in no significant environmental or cumulative impacts. Primary administration is handled by Julie Newton, Environmental Coordinator for Sacramento County, with Tim Blair serving as the applicant.

General Info

Lot line adjustment expands Lots 9 and 24 by reallocating land from Lots B and I, preserving public paseo access.

Wetherell Minor Subdivision of Agriculture Prime Land MS2601C
Solicitation # MS2601C
The proposed project involves the subdivision of an 184.1-acre parcel at 8280 and 8300 Bailey Road in Del Norte County, California, into two distinct parcels to separate agricultural operations from residential use while preserving long-term farming viability. Parcel 1 would encompass approximately 56.9 acres, including at least 40 acres of Agricultural Exclusive land, and contain the existing farmhouse, two manufactured homes for farmworkers, a detached garage, and associated residential infrastructure. Parcel 2 would cover about 127.2 acres, also meeting the 40-acre minimum for Agricultural Exclusive zoning, and retain the dairy barn, manure tank, and three agricultural wells. The subdivision is designed to facilitate the sale of Parcel 2 while allowing the Wetherell family to retain ownership of Parcel 1. To maintain water service to the residential structures on Parcel 1, which will no longer have a well, a shared well agreement with Parcel 2 is proposed. Current onsite wastewater systems will remain on their respective parcels. Access to both parcels is via Bailey Road, with a 30-foot-wide easement connecting the property to the county road. The county requires a 50-foot-wide right-of-way for rural roads under its standards, but the applicant has demonstrated that topographic and infrastructure constraints make compliance infeasible for the new access route. Consequently, a modification is requested to permit a 30-foot-wide road right-of-way from the parcel entrance northward, while the existing 30-foot easement to the south remains unchanged because it is already under agreement to be widened to 50 feet. All current uses, including dairy farming and farmworker housing, will continue post-subdivision. Any future development on either parcel will require separate approvals. The project is consistent with the maximum allowable number of four parcels permitted under existing zoning but opts for a two-parcel split to align with ownership and operational goals.
