This sole source contract, solicitation number FA8224-08-R-5106, is designated for White Systems to provide supplies and services related to relational carousel and vertical lift module software. The requirement is restricted to this specific source because the software must interface with the MPS/D230 system, which connects to several critical material order processing systems including DMAPS, DO35, 5M, and EPS. This action is authorized under 10 U.S.C. 2304 (C)(1) and FAR 6.301-1, as the government has determined that no other sources can satisfy these technical requirements and the government does not own the necessary data rights to procure the items from other vendors. The procurement falls under NAICS code 333922 and was posted on October 10, 2008. While the government intends to negotiate exclusively with White Systems, the notice allowed interested parties to identify their capabilities or submit proposals for consideration prior to the closing date. The final determination regarding whether to conduct a competitive procurement remained at the sole discretion of the government.
