********************Questions & Answers- Updated 13 May 2026********************


1. Is this a brand new contract or, if not, is there an incumbent performing these services?    A - This is not a brand new BPA.  The incumbent is Vida Miller.  BPA number FA486121A0012.  Total contract value/BPA ceiling is $500k. 


2. Can give me any further information regarding the scope? Square footage breakdown of the buildings to be cleaned would be wonderful, if available! Also wondering if the carpets have been maintained yearly or is this a catch up cleaning?   A - When we make a request for carpet cleaning we will provide the square footage at that time.


3. The price list provided in Attachment 1 (Supplies or Services & Prices or Costs) lists eleven square footage tiers. Could the Government clarify if the price requested for each tier should be a flat rate for any cleaning within that range, or a unit price per square foot applicable to that tier?  A -  The price should be a flat rate for each tier.  


4. To support accurate labor and material forecasting, can the Government provide a historical estimate or anticipated annual frequency for each square footage tier? Knowing the total estimated square footage for the base year would significantly assist in providing competitive pricing.  A - We don’t have a total estimated square footage for the base year because cleanings will be completed on an as needed basis.


5. SOW Section 2.1 states the contractor shall provide an "on-site point of contact (POC) for all contractual matters during all hours of operation (08:00 a.m. to 04:00 p.m.)." Does this requirement necessitate a dedicated, full-time Project Manager on-site, or may this requirement be fulfilled by a working Lead Technician who is present during the execution of service calls?  A - We just need contact number and an email address for the poc to contact when we need to request for floor cleaning.  


6. SOW Section 2.1 mentions the ability to perform cleanings after hours and on weekends as coordinated by the COR. Should offerors include separate line items for premium "After-Hours" or "Weekend" rates, or is the Government expecting the standard tier pricing to be all-inclusive regardless of the time of performance?  A - There should not be separate line items for "premium" rates.  If the service is requested to be performed outside of normal hours, the emergency service call fee would be applied along with the normal tier pricing.  


7. SOW Section 1.2 references "industry standard" for steam cleaning. Does the Government require adherence to a specific commercial standard, such as the IICRC S100 (Standard and Reference Guide for Professional Cleaning of Commercial Carpet), or are there specific moisture-content or drying-time requirements we should account for?  A - The industry standard for carpet cleaning.


8. SOW Section 1.2 requires the contractor to identify non-removable stains to the Government Representative prior to cleaning completion. To avoid operational delays, will the Government allow for digital verification (e.g., high-resolution timestamped photos) in instances where a Government Representative is not immediately available for a physical walkthrough?  A - Yes we would like to have pictures sent via email but go ahead and complete the carpet cleaning.


9. Section 4.0 of the SOW states the Government will provide a "place to dispose of dirty water." Can the Government confirm if these disposal points are located within the immediate vicinity of all work sites, or should contractors factor in the cost of long-distance transport/pumping for greywater disposal?  A - There are janitor closet in most facilities with sinks or drainage locations near the facilities.


10. Could you confirm if there is a current incumbent for this contract? If so, could you provide the Purchase Order number and the total contract value?  A - Refer to answer #1. 


11. After reviewing the Statement of Work (SOW), our subcontractor has requested a job walk to gain a better understanding of the scope of work and to ensure a competitive and accurate quote. Please let us know if it would be possible to conduct a job walk.  A - A site survey/visit will not be needed. We dont know which facility will request carpet cleaning or the size of the area to be cleaned unil we get a request.


12. I wanted to reach out to schedule a time to come by and take a look at the carpets at the buildings for this solicitation. Would Thursday or Friday work for you?  A - Refer to answer #11. 


13. How many building(s) will need to be serviced?  A - Number is unknown.  This is an as-needed service. 


14. Do we have the square footage for each building?   A - The square footage of the area needing service will be submitted on the quote request.  


15. What is the service frequency?  A - This is an as-needed service. 


16. How would you like the proposal submitted?  A - This is stated in the soliciation.  Please review.  


17. Approximately how many service calls were issued annually under the previous BPA?  A - 2022: 11 / 2023: 34 / 2024: 18 / 2025: 15 / 2026: 5


18. Is historical usage data or estimated annual square footage available for review?  A - Refer to question # 17


19. Are emergency service calls typically required after normal duty hours, weekends, or holidays?   A -  No. 


20. Will contractors be required to possess base access prior to award, or may access be coordinated after award?  A - Base pass information will be submitted after the notice of award has been made.  


21. Are there any buildings or carpet types that require specialized cleaning methods or certifications?  A - No. 


22. Is there an incumbent contractor currently performing these services, and if so, will the Government provide past pricing information?  A - Refer to answer #1. 


23. Are there any response-time requirements for standard or emergency service calls?  A -  This is stated in the soliciation, Section 5.  Please review.
