NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

This upgrade aims to enhance the system's performance, ensuring improved accuracy, safety, and efficiency in cardiac electrophysiology procedures.

2.0 Background:

The Harry S. Truman VA Medical Center utilizes the CARTO 3 Mapping Ablation System for cardiac electrophysiology procedures. Over time, the existing generator and system modules have become outdated, impacting the effectiveness of the system and the quality of patient care. Given the critical role of precise mapping in treating arrhythmias, this upgrade is essential to maintain high standards of care. Supply Chain Management will conduct an incoming inspection upon delivery, and the Biomedical Engineering (Biomed) team will perform necessary checks to ensure proper functionality.
