Cartographic Services

The City of Phoenix Parks and Recreation department is soliciting offers for cartographic services under solicitation PKS-RFP-27-0470 to produce high-quality, accurate, and visually engaging public maps. The scope of work includes the design of maps for public use, the creation of digital versions optimized for web and mobile devices, and ongoing maintenance to update trail conditions. All digital deliverables must be compliant with the Americans with Disabilities Act. The contract is governed by Arizona law and will have an initial term of two years beginning on or after February 1, 2027, with one optional three-year extension at the City's discretion. Awarding will be based on the most advantageous offer, evaluated through a combination of technical experience, GIS software familiarity, personnel certifications, a proposed work plan, and a reward-low-cost pricing model. Pricing must remain firm and fixed for the first year, with any subsequent annual increases requiring 60 days' notice. Contractors must adhere to strict insurance requirements, including general liability, workers' compensation, and technology errors and omissions liability. Additionally, the contractor must comply with heat safety plans, nondiscrimination authorities, and federal immigration laws. Payment is issued upon final delivery and acceptance of services via written purchase orders, and partial payments are not authorized.
