The United States Patent and Trademark Office (USPTO) plans to award a contract to the American Chemical Society, operating as the Chemical Abstract Service (CAS), for access to its comprehensive collection of patent and non-patent literature through subscriptions to SciFinder and STNext platforms. This procurement addresses USPTO’s need for multi-platform scientific and technical information resources, essential for patent examination processes. The contract is expected to last approximately five years, with an estimated value of over $110 million, and the anticipated contract award date is August 13, 2025. The USPTO issued a Request for Information in May 2024, and the outcome indicated that the American Chemical Society was the only qualified provider capable of meeting the requirement. As a result, the USPTO will proceed with a non-competitive procurement under the Patent and Trademark Acquisition Guidelines and the Patent and Trademark Office Efficiency Act, bypassing the standard competitive bidding process due to the agency's exemption from the Competition in Contracting Act. The contract, categorized under NAICS code 519290 for information services, will be performed at USPTO’s Alexandria, Virginia location, with Brian Carper serving as the point of contact.

PTAG Part 6.1.1 Synopsis - Non-Competitive FORM USPTO-OP-108.v2.0 The United States Patent and Trademark Office (USPTO) has a requirement for access to the Chemical Abstract Service (CAS) collection of patent and non-patent literature (NPL) information available on multi-platforms including the Scientific and Technical Network (STN) and SciFinder. The USPTO intends to negotiate and award a contract for subscriptions to SciFinder and STNext, NAICS 519190, "All Other Information Services" to American Chemical Society DBA Chemical Abstract Service for a period of ~5 years, with an estimated value of $110,602,445.00. The anticipated award date is August 13, 2025. The USPTO publicized this requirement on May 14, 2024, through a Request for Information on SAM.Gov, and the results indicate that American Chemical Society is the only known qualified source. As a result of the USPTO's exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). This notice of intent is not a request for competitive proposals.

The Washington State Department of Transportation is soliciting bids for the SR 510 Yelm Loop New Alignment Phase 2 highway construction project, with a mandatory bid submission deadline of August 19, 2026. The scope of work encompasses extensive earthwork and grading using gravel borrow, installation of drainage systems including 18-inch culvert pipes and Type 1L catch basins, structural elements such as traffic and noise barriers, structural earth walls, and bridge approach slabs, paving with crushed surfacing base course, and roadside safety features like concrete sidewalks, detectable warning surfaces, and chain link fencing. Contractors are required to submit Type 1 Working Drawings for pipe penetrations through rock pad liners, a Type C Progress Schedule, a Health and Safety Plan, and comply with environmental protocols including bird protection and monitoring. All work must adhere to WSDOT standard item numbers, and roadway excavation material must be disposed of at a contractor-provided site as it is deemed unsuitable for embankments. A critical and non-negotiable requirement is the submission of the Public Works Small and Veteran Business Plan (PWSVB Plan, WSDOT Form 226-018), which must detail participation goals for Public Works Small Business Enterprises and Veteran-Owned Businesses. Failure to submit this plan renders a bid non-responsive and automatically disqualifies the proposal. Bidders who cannot meet the stated COA goals must complete Box 7 on the PWSVB Plan and provide documentation of good faith efforts to secure participation. Additionally, written confirmation from each listed PWSBE and VOB subcontractor using WSDOT Form 226-017 is mandatory. The contract includes estimated costs for items such as plant establishment, project partnering, licensed surveying, roadside cleanup, fuel cost adjustments, and site hazard cleanup, though overall contract value remains determined by bidder pricing. The place of performance is in Thurston County, Washington, and the contracting administrator is Troy Cowan of the Olympic Region. All bids are evaluated solely on responsiveness and responsibility, with award going to the lowest compliant bidder who meets the PWSVB participation mandates.
