AI Contract Overview

Hillsborough County is planning to award a noncompetitive contract to Ring Power Corporation for the purchase of a 2,000KW standby generator and related power cables, valued at $954,070.40. This generator is currently installed at the South County Wastewater Facility and has been providing emergency backup power since March 2023 as part of a rental agreement. The procurement is justified under Section 3-207 of the County’s Procurement Policy due to the unique circumstances that make competitive bidding impractical and not advantageous, primarily because the generator is integrated into an existing system and only available from Ring Power Corporation. The County retains the right to extend the contract, modify the scope of services, or increase the award amount based on evolving needs. Interested contractors who believe they can supply comparable equipment must submit detailed evidence supporting their challenge by February 5, 2024. The County will review any challenges to determine if genuine competition exists before finalizing the award. The contract aligns with the solicitation process identified as SS-24-24693, with the primary contact being Lisa Dimina. The procurement emphasizes the importance of the existing generator’s compatibility with current operations and the impracticality of sourcing a similar unit elsewhere, ensuring the County’s emergency power needs are reliably met.

Hillsborough County intends to recommend the award of a noncompetitive procurement to Ring Power Corporation in the amount of $954,070.40 for the purchase of a 2,000KW standby generator and related power cables that are currently installed and operating as a rental providing emergency backup power for the South County Wastewater Facility since March 2023. This procurement is being made in accordance with Section 3-207 of the County’s Procurement Policy due to the unique and unusual nature of this procurement that make the application of all requirements of competitive sealed bidding impractical, not financially and operationally advantageous, and in the County’s best interest. This particular generator is currently installed and providing compatibility as a part of an existing integrated system supporting water operations at the facility, and the purchase of the existing generator is only reasonably available from Ring Power Corporation. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods that are substantially and materially the same as those identified in the attached Quote No. AO011824-2 dated January 26, 2024, must submit clear and convincing information to support a challenge of the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call +1 (555) 000-0000.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
