Catholic Director of Religious Education Sigonella

The contract supports the daily operations of the Catholic Religious Education Program at Naval Air Station Sigonella, Italy, under the role of Catholic Coordinator of Religious Education (CCRE). The position requires managing catechetical instruction, sacramental preparation, youth ministry, and volunteer catechist development in alignment with Army Medical Services (AMS) guidance and Navy regulations. The contractor must perform approximately 624 hours annually, averaging 12 hours per week, with flexibility to respond to emergent pastoral needs. Key deliverables include maintaining 95% compliance with scheduled religious programs, achieving 100% on-time reporting, ensuring zero substantiated complaints in volunteer coordination, and sustaining 90% satisfactory feedback from supervisory reviews. All activities must be conducted in coordination with the Active-Duty Roman Catholic Priest and supervisory Chaplain, with daily logging required in the RMAT system and monthly service statements submitted. The CCRE must hold a bachelor’s degree or four years of documented religious education experience, demonstrate knowledge of Roman Catholic doctrine and catechetical methods, and complete a criminal background check and Safe Environment training within 30 days of award. Personnel must be approved by the Command Chaplain and Contracting Officer before commencing work, and any individual working with minors must ensure volunteers meet required screening standards. PII must be safeguarded and securely destroyed when no longer needed. The contract is a Firm Fixed Price (FFP) arrangement with a base period from August 3, 2026, to August 2, 2027, and an option to extend for an additional year through August 2, 2028, with total performance capped at 24 months per FAR 52.217-9. Evaluation is based on a Lowest Price Technically Acceptable (LPTA) method, where Technical Acceptability, Past Performance, and Price are equally weighted; failure in either Technical or Past Performance results in elimination. Offerors must submit a completed SF-1449 with pricing for CLINs 0001 and 1001, a technical specification, and supporting documentation including CV, English proficiency certification, proof of legal work authorization in Italy, academic credentials, and AMS Catechist Certification if applicable.
