W9128F19R0019 - UNRESTRICTED - On or about 18 Dec 2018, this office will a issue solicitation for Cavitation Repairs at Gavins Point Dam, Yankton, South Dakota. The solicitation will close on or about 31 Jan 2019. The solicitation is Unrestricted and Open to Both Large and Small Business Participation. The Government will evaluate proposals using "best value, trade-off" procedures and will make award to a single firm. The resultant contract will be firm fixed price. Site Visit: A Site Visit is tentatively scheduled for 10 Jan 2019. Additional information regarding the site visit will be provided in the solicitation via FAR Clause 52.236-27, Site Visit (Construction). Project Description: The purpose of this project is to award a contract for repairs of cavitation damage to the waterway for the three (3) hydropower/turbine units at Gavins Point Power Plant. Repairs include: a. Discharge ring stainless steel overlay - Repair of the discharge ring will be completed by installing an approximately 48-inch high stainless steel circumferential band. A portion of the existing discharge ring material will be ground or milled to good metal and anchoring installed. The discharge ring will be spot repaired and built up with mild steel weld metal. A stainless steel overlay will be welded and the discharge ring ground and machined to the finished profile. The contract will specify discharge ring template requirements to verify the profile matches the design profile. Epoxy injection will also be required. The overlay of the stainless steel will inevitably have resulting voids that must be filled with epoxy. Work includes drilling and washing the epoxy injection holes and air relief holes; making epoxy-injection connections; furnishing, transporting, mixing, and injection of the epoxy; patching the finished epoxy injection holes; clean-up of the draft tube lining; and such other incidental operations. b. Cavitation repair of hub and blades - Spot repairs will be completed on the turbine hub and blades. The turbine hub and blades were manufactured from plain carbon steel. For the hub and blade cavitation repairs, the weld material will be mild steel except for the outermost portion of the repair (approximately - inch thickness), which will be comprised of a stainless steel overlay. The stainless steel overlay surface will be ground and machined to the finished profile. c. Sandblast and painting of unit discharge ring, blades, and hub - After all the repairs are completed, the turbine runner, hub, and blades will be sandblasted and painted. For this work, a detailed paint specification section will be completed, utilizing the USACE vinyl paint system. d. Blade inspections - NDE of the blades to determine the presence of fatigue cracks, particularly near the turbine connections. e. Draft tube/turbine maintenance platform - Complete all work necessary to certify the existing maintenance platform IAW EM 385-1-1. Work will likely include the contractor to take a sample of the existing steel and analyze its contents, remove and re-weld the platform's lugs, perform a NDT of welds, and perform a load test on the platform for certification. The Contractor will be required to commence work upon receipt of contract award and complete the work 1052 calendar days after receipt of Notice to Proceed. Work will be performed as single unit outages between mid-November to mid-May of three (3) consecutive years, beginning in Nov 2019 and ending May 2022. Outage period details are outlined in the specification. These requirements are subject to change after solicitation issuance. Estimated Construction Costs: The estimated construction cost of this project is between $5M and $10M.
