The College of Pharmacists of British Columbia is seeking proposals to redesign its official website to better serve pharmacy professionals and the public, as part of its mission to ensure safe, ethical, and equitable pharmacy care across the province. The current website, which functions as the main communication channel for regulatory information, has been identified through internal feedback and surveys as lacking in usability and accessibility. The redesign must build on a completed discovery phase and deliver a future-proof digital platform with a scalable, standards-based architecture and robust governance model that aligns with CPBC’s regulatory obligations, digital strategy, and commitment to inclusivity and cultural safety, including the elimination of Indigenous-specific and other forms of racism. The new website must enable seamless access to licensure, compliance, and public safety resources for both professionals and the general public. Proposals are being solicited under BC228407 with a submission deadline of June 20, 2026, and the contract falls under NAICS code 541511 for web design services. The organization, while operating under provincial authority, is listed with federal procurement identifiers and the point of contact for inquiries is Kenneth Lee, Contracting Authority, reachable at ken.lee@bcpharmacists.org. The vendor selected must not only enhance user experience and functionality but also ensure the website reflects CPBC’s role as a neutral, public-interest regulator rather than an advocate for pharmacy professionals or owners. The project emphasizes compliance with digital accessibility standards, ease of maintenance, and alignment with evolving regulatory and communication needs to support long-term public safety outcomes.

This Request for Proposals (the “RFP”) is an invitation by the College of Pharmacists of British Columbia (CPBC) to prospective proponents to submit proposals for the provision of Website Redesign Services, as further described in the RFP Particulars (Appendix A) (the “Deliverables”).CPBC has a mandate to protect the public by licensing and regulating pharmacists and pharmacy technicians and the pharmacies where they practice. CPBC is committed to being an inclusive and collaborative regulator, dedicated to regulating pharmacies and pharmacy professionals in support of public safety, optimal health, and culturally-safe, equitable care – free from Indigenous-specific and other forms of racism. CPBC is responsible for making sure every pharmacist, pharmacy technician, and pharmacies in BC are fully qualified and able to provide the public with safe and ethical pharmacy care. CPBC’s work is focused on regulating pharmacies and pharmacy professionals in the public interest and not on advocacy for pharmacy professionals or pharmacy owners. This project aims to redesign the CPBC website. The current website serves as the primary communication channel with pharmacy professionals (licensees) and the public. Feedback from internal staff and past pharmacy professional surveys suggests that users struggle with certain aspects of the website. Given CPBC’s role in protecting public safety through the regulation of pharmacies and pharmacy professionals, an effective website is essential to ensure pharmacy professionals can easily access regulatory information, and the public can find information about pharmacy care. This project will redesign the website that aligns with CPBC's evolving needs and better serves both pharmacy professionals and the public.NOTE: CPBC has already undertaken a comprehensive “Discovery” process to assess the current website and identify key areas for improvement.CPBC intends to procure a vendor to deliver a future-proof website redesign that has a scalable, standards-based architecture and governance model, and must align with CPBC’s current and evolving organizational, regulatory, digital, and communications strategies.
