The Defense Health Agency (DHA) Contracting Activity (DHACA), Healthcare Contracting Division (HCD) - West, Delta Branch, intends to award a Firm-Fixed-Price contract on a sole-source basis to Parata Systems, LLC, 106 Roche Drive, Durham, NC 27703, utilizing the authority of Title 10 U.S.C. 3204(a)(1) as implemented in RFO 6.103-1(c)(1) and RFO 12.102(a) (Commercial Acquisitions - Restriction of Competition under Class Deviation 2026-O0017, Revision 1): For purchases available from only one responsible source and no other supplies or services will satisfy agency requirements.


This requirement is for the BD AutoNotify voice and text messaging subscription service to interface with the existing government-owned proprietary BD IntelliCab Will Call system at the USAF 60th Medical Group Main Pharmacy, located at David Grant USAF Medical Center (DGMC), Travis AFB, CA. BD AutoNotify is an add-on notification service that enables patients to receive automated calls or text messages when their prescription(s) are ready for pickup. The AutoNotify service is not standalone software and does not require local installation on any system; instead, it activates latent features within the existing proprietary software environment. The contractor shall provide all required non-personal services, software subscriptions, maintenance, and technical support necessary to maintain the AutoNotify service.


The Government intends to procure from only one source under the authority of RFO 12.102(a) due to the proprietary nature and closed architecture of the underlying BD IntelliCab system, which does not support third-party notification software.


This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns or capability statements regarding this intent to Sole Source may be submitted for consideration by the Government to Contract Specialist, Brittany Chartier, at brittany.n.chartier.civ@health.mil with the Notice ID number referenced in the subject line.
