Intent to Sole Source Teflon Collars
Solicitation # N68520-27-RFPREQ-KN00000-0146
The Commander Fleet Readiness Center (COMFRC) intends to award a sole source Blanket Purchase Agreement (BPA) to Kamatics Corporation for the application and machining of KAron liner profile configurations for F/A-18EFG Nose Landing Gear (NLG) Steering Collars. This requirement is designated as sole source under FAR 13.106-1(b)(1)(i) because Kamatics is the Original Equipment Manufacturer (OEM) of the proprietary, trademarked KAron liner, a resin-based coating with Teflon particles. As the OEM, Kamatics exclusively possesses the technical data and intellectual property required to perform these modifications. The contractor must be a NAVAIR and Boeing approved supplier for the F/A-18E/F/G Landing Gear Program and maintain CMMC Level 1 or above compliance per DFARS 252.204-7021. The BPA consists of a twelve-month base period with the option for nine additional twelve-month extensions, not to exceed a total duration of 120 months. Performance will take place at the contractor's facility, with finished collars shipped to Fleet Readiness Center Southwest in San Diego, California. Key deliverables include a Certificate of Compliance (CDRL A001) for each collar and a detailed Field Service Report (CDRL A002). The government will evaluate the new liners at FRCSW within five business days of receipt. The agreement includes a one-year warranty on all replaced parts, covering material, labor, shipping, and handling at no additional cost to the government.

Rapid Facility Clearance Cohort Pilot: Enabling Classified Technology Assessment and Bi-Directional Collaboration for Joint Operational Problems and Mission Capabilities Priorities
Solicitation # 8ee1fe86-14b2-42dd-974d-14259bd579e8
The Office of the Under Secretary of War for Research and Engineering, in coordination with the Defense Innovation Unit and Mission Engineering and Integration Activity, is establishing a Rapid Facility Clearance Mentorship and Prototyping Cohort. This pilot program addresses the procedural barrier where non-traditional, small-business, and commercial providers cannot access classified work without a Facility Clearance, yet cannot obtain one without a classified contract. Through subcontract relationships with Maximus Federal Services under the ONIX OTA framework, selected participants receive security mentorship and sponsorship for Facility Clearances adjudicated by the Defense Counterintelligence and Security Agency. The primary objective is to allow the government to assess emerging technologies and conduct collaborative dialogue in classified settings to reduce transition risk and accelerate Joint Force capabilities. Participation in the cohort provides a security pathway and potential access to classified technical exchanges but does not guarantee funded technical work, the acquisition of products, or preferential status. Vendors are not paid for participating in the cohort or the sponsorship process and are responsible for all administrative and compliance costs associated with maintaining industrial security programs.

DRAFT-Rapid Expandable Modular SCIF Construction Project (REMS) for U.S. Pacific Command
Solicitation # 1fb5fee8-d3b0-42c4-a304-54bed06392a5
The Department of Defense is seeking a contractor to execute the Rapid Expandable Modular SCIF Construction Project for U.S. Pacific Command at Camp H.M. Smith, Hawaii. The project involves the design, fabrication, transport, and installation of a temporary, one-story prefabricated modular administrative Sensitive Compartmented Information Facility on a permanent concrete foundation. This facility must provide secure workspace with concurrent NIPRNET, SIPRNET, and JWICS access for an initial capacity of 140 personnel, with the engineering capability to expand to 229 personnel by Fiscal Years 2028-2029 without requiring de-accreditation or major reconstruction. The primary goal is to overcome the limitations of conventional site-built construction, which is often too slow and disruptive to meet evolving Top Secret/Sensitive Compartmented Information mission requirements. The selected solution must adhere to ICD 705, IC Technical Specifications, and applicable UFC criteria while addressing regional challenges such as seismic activity, high wind loads, salt-air corrosion, and termites. By validating a secure off-site fabrication and chain-of-custody process, this project aims to establish a repeatable business model for accelerating the delivery of accredited secure facilities across the Indo-Pacific theater.

AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING
Solicitation # FA7037-21-S-C001
The Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance and Multi-Domain Innovation Division is soliciting innovative commercial capabilities through Commercial Solutions Opening FA7037-21-S-C001. The agency is seeking mature technologies and innovative services in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a specific goal of achieving a field demonstration within one year. The procurement process is divided into two phases: Phase I requires the submission of a quad chart and a white paper, while Phase II consists of full proposals by invitation only. Awards may be issued as traditional contracts or Other Transactions (OT), with potential funding ranging from 50,000 dollars to 50 million dollars over a period of performance lasting between one and five years. The evaluation process is based on technical merit, importance to agency programs, and fund availability, utilizing peer or scientific review to select offerors. Successful projects are expected to follow a structure of base period tasks to demonstrate feasibility, followed by option tasks for design, fabrication, testing, and evaluation. Because the work supports DoD ISR-Cyber capabilities, offerors must possess the necessary personnel and facility security clearances to handle classified work independently. All acquired technologies are treated as commercial items under 10 USC 3458 and DFARS 212.70. Submissions are managed by Carissa Heuertz, and the performance location is identified as San Antonio, Texas.
