Instructions:


1. The solicitation number is F3G3KA6113A001. This solicitation is issued as a Request for Proposal (RFP).A Firm Fixed Price type contract will be awarded.
2. This solicitation is being issued as a total small business set-aside, and the associated NAICS code is 611710 (Educational Support Services), Small Business Size Standard $24M.
3. Description of Services: In direct support of the Nellis AFB Voluntary Education Program the contractor shall provide all management and labor necessary to deliver high-quality Community College of the Air Force (CCAF) advisement for members seeking guidance on CCAF academic, educational, and degree completions requirements at Nellis AFB, NV, 89191.

     Period of Performance: 1 August 2026 - 31 July 2031

4. To be considered for this requirement, the offer shall provide technical capability on how they will fulfill the requested services as indicated in Attachment 2_PWS CCAF Advisor, complete and submit Attachment 1_Price List & Attachment 3_Past Performance List of References. Please ensure that all prices, extended prices and total prices are checked and verified for accuracy. DO NOT go two (2) digits beyond the decimal point. Additionally, your technical capability must demonstrate the ability to meet ALL PWS requirements.



All quotes must be submitted electronically via email to jincheng.wang@us.af.mil and samuel.toledo.1@us.af.mil no later than 7 July 2026, 10:00 AM Pacific Time.
Questions regarding this solicitation must be submitted via email no later than 29 June 2026, 10:00 AM Pacific Time.


Evaluation Factors:


1. Past Performance: Limited to no more than 3 contracts listed. Only references for past efforts/contracts of relevance desired. Please utilize Attachment 3_Past Performance List of References.


2. Past Performance: The government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this solicitation. Provide a list of no more than three (3), of the most relevant contracts performed for Federal agencies and commercial customers within the last three years. Relevant contracts include support services similar to the requirements of the PWS. The evaluation of past performance information will consider past performance information regarding predecessor companies and key personnel who have experience relevant to the current acquisition. Furnish the following information for each contract referenced:


     2a. Company/Division name


     2b. Contracting Agency/Customer


     2c. Contract Number


     2d. Contract Dollar Value


     2e. Period of Performance


3. Verified, up-to-date name, address, and telephone number of the contracting officer.


4. The Government will use information submitted by the offeror and other sources such as other Federal Government offices, state and municipal offices, and commercial sources, to assess performance. If no Past Performance is available, the offeror may not be evaluated favorably or unfavorably on past performance.


5. Pricing: Please include a completed pricing sheet, utilize Attachment 1_Price List.


6. Complete the pricing breakdown and include pricing for all elements. It is imperative the mathematic calculations are correct. Numerical rounding shall be limited to only two decimal places.


7. Evaluation Factors and Basis of Award: Award will be made to the offeror whose proposal represents the best value to the Government, price and other factors considered.



The following factors shall be used to evaluate offers:

4. Technical Capability - Technical capability of the service provided to meet the Government requirement in accordance with the Statement of Work. The vendor shall provide a detailed description and specification of the items included in the proposal. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end results as the solicited specifications.


5. Price: The proposals will be ranked according to their total proposed price. - All pricing will be evaluated for completeness, reasonableness, and accuracy using procedures including but not limited to those found in FAR 15.404. Failure to provide complete pricing may cause the Government to determine that the offer is nonresponsive. Certified cost or pricing information is not being requested and will not be considered. If unique and innovative approaches are the basis for an atypically priced estimate, the nature of these approaches and their impact on price must be completely documented. The burden of proof lies with the contractor. THE GOVERNMENT RESERVES THE RIGHT TO AWARD THIS SOLICITATION WITH, OR WITHOUT CLARIFICATIONS/EXCHANGES AND/OR REQUEST OF BEST AND FINAL OFFERS.


6. Past Performance: The Government will evaluate past performance on an Acceptable or Unacceptable basis. The Contracting Office shall evaluate recent and relevant past performance information on the offeror's ability to successfully perform the requirement based on 1) past performance data submitted by the contractor, and 2) data independently obtained from other Government and commercial sources. Relevant performance includes those contracts that showcase the offeror's ability to perform requirements similar in scope to the requirements of the PWS. Recent performance includes those contracts that were performed for any customer within the last three (3) years from the issuance of this RFP.


7. Submissions shall be submitted via email. Proposals must be completed and submitted no later than the exact time set for receipt of proposals. Hand carried proposals will not be accepted due to security measures/time constraints. The offeror must ensure Government receipt. Late proposals will be processed in accordance with FAR 52.212-1(f) "Late submission, modifications, revisions, and withdrawals of offers".
