INL-MEX Investigative Interview & Interrogation Techniques

This is a firm-fixed-price purchase order issued by the American Embassy Mexico – NAS under the Department of State for the delivery of a four-day training course titled “Investigative Interview and Advanced Interrogation” using the REID Technique methodology. The contract requires the contractor to provide practical instruction in building rapport, analyzing behavioral cues for truth and deception, applying the nine-step REID interrogation process, using strategic questioning, and producing legally sound documentation and confessions. All training must be delivered in El Paso, TX, and San Diego, CA, with exact locations to be determined, and must be completed within twelve months of award. The price is fixed and includes all direct and indirect costs, overhead, profit, shipping, insurance, and assembly, with no adjustment permitted for cost escalations, labor increases, or exchange rate fluctuations. Payment will be made in Mexican pesos for Mexican firms and U.S. dollars for U.S. firms, with separate payment registration forms required for each currency. The contractor must comply with all applicable Federal Acquisition Regulation and Department of State Acquisition Regulation clauses, including whistleblower rights, System for Award Management registration, prohibition on certain telecommunications equipment, and tax provisions for foreign fixed-price contracts. No payments will be made for unauthorized work or changes, and only a duly appointed Contracting Officer may modify contract terms.
